Most of the addicts I've known have been suffering from some sort of psychological trauma/affliction and often self medicate to feel better (I count alcohol as a drug). Unfortunately, the drug often excacerbates or becomes the problem. I suppose that describing addiction as a 'disease' might be a poor choice, 'affliction' might be better. How it's dealt with, especially with the dearth of funding available mlght not be the most effective, but you work with what you're given.
